France will NOT be dealing with them. They announced earlier that they were stopping imports of oli from Iran. The story states that India and China will continue to import Iranian oil but paying for it is going to be a problem unless they have gold bullion handy since banking channels are shut down. This is not just more of the same but the strictest sanction yet to try to get Iran to change their ways before war breaks out...and the clock is ticking, especially in Israel.

France and Germany are the power couple in the EU which is forcing SWIFT to take this action.
I have stated many times that France under President Sarkozy (he wasn't president when the dealings with Saddam were going on!) has become a much more reliable ally. Remember some recent history? Those really were French jets flying combat missions over Lybia while we took a support role.
Also worth remembering that in our history France played a big role in our war for independance.

I know how much you hate it when you are right. but you just might be wrong here. This seems to be about sanctions on various countries banks doing business with the Iran Central Bank on oil business. It is one of the ongoing sanctions that have been putting pressure on Iran.

I would underscore that the first sanctions that apply related to any financial transactions with Central Bank of Iran came into effect on February 29th. Since that was the first day that the legislation took hold, then any case related to actual sanctions would have to be detected and would be built up and, as we have indicated, that we would have consultations with any country before the imposition of sanctions.
On the specific cases that were cited, I would just underscore that they represent a real model, a model on the part of Japan, because under great hardship, the Japanese have understood the commitment to reduce the imports of Iranian crude oil and took those actions. On the part of the European Union, we had 27 states acting in solidarity to take this action to impose a ban on new purchases and contracts and to phase out all existing contracts by July 1st. And for any country that might have an interest in seeking to be considered in a similar category, these models provide a basis for them to consider what kind of action they think they could potentially take where they can demonstrate a similar commitment to denying Iran export markets.
However and this is a big howerever it doesn't mention the recent actions by SWIFT. That is much more than US sanctions unilaterally against a country or countries that continued to buy oil from Iran IMO.
You know as well as I do this opens the door for circumventing sanctions with countries working through these other countries and so on. History has spoken and unless we learn from history it will repeat itself. Look I was the first to say sanctions are stupid because they do not work, they have not worked in the past and will not work now. Other more meaningful means need to be found, but sanctions are not worth the paper it take to write them up.
I don't know if sactions will have any effect on Iran's plans but they seem worth trying even to Israel.

Prime Minister Benjamin Netanyahu praised the decision to cut Iran off from global commerce on Thursday, following an announcement by SWIFT, the company handling international financial transactions, that it was severing ties with the Islamic Republic.
A similar response came from the White House, where spokesperson Jay Carney was quoted as saying that Iran had to pay for its refusal to comply with international demands.
According to Jerusalem sources, Netanyahu advocated the move during his recent visit to the US and Canada.
Finance Minister Yuval Steinitz also praised the move, calling it “A dramatic tightening of financial sanctions on Iran.”
